State Consultation NALSA (Child Friendly Legal Services to Children and their Protection) Scheme, 2015




Plight of children and adolescents infected and affected with HIV is unimaginable. They are silent sufferers of social discard, stigma and neglect without there being any fault of them. There appears only one scheme “Parwarish” about such Children and it is matter of debate as to whether the usufructs of said scheme is sufficient to heal up the physical, mental and psychological injuries of such children and whether it is sufficient to provide them environment of growing like any other child.

Children and adolescents infected and affected with HIV are silent sufferers of social discard, stigma and neglect without any fault on their part. Children, as weaker section, are also focus area for the work of Legal Services Authority. In order to identify real need of support and assistance to such children and also to establish co-ordination between different stake holders in this respect, “A State Level Consultation Programme about HIV Infected and Affected Children” was organized by the Bihar State Legal Services Authority on 14.02.2016 with assistance of Bihar Aids Control Society.

The event was inaugurated by the then Hon’ble Executive Chairman Hon’ble Mr. Justice Ramesh Kumar Datta, Mrs. Nisha Jha, Chairperson of SCPCR, representatives of NACO & BSACS, Respective of the Health Department, representatives of Social Security Department, Disability Directorate, Social Welfare, ICDS and Education Department, Government of Bihar participated in the event. Some community representatives as well representatives of transgenders also participated in the meet.

Modalities to identify children living with HIV and affected due to HIV, their social protection and ways to create a common platform for all the Stake Holders to strengthen collaboration to provide benefits and all services including legal services to such children was discussed in this consultation.

In order to identify real needs of support and assistance of such children and to establish co-ordination between different stakeholders in this respect, a state level consultation programme about HIV infected and affected children had been arranged in the premises of BSLSA on 14.02.2016 with assistance of Bihar Aids Control Society.

The consultation was participated by Hon’ble Mr. Justice R. K. Dutta, Executive Chairman, BSLSA cum Judge Patna High Court; Chairman, Child Welfare Committee, Chairman, SCPCR, I.G., Weaker section, Home Deptt, Govt. of Bihar, Shri Om Prakash, Member Secretary, BSLSA, and others. The consultation was also graced by the presence of representatives NACO, WDC, ICDS, Education Dept., UNICEF, CEDPA, UNFPA, KILKARI, PCI, Child Line, Plan India, BNP+, BSACS, VIHAAN etc.
